There are environment variables that map the folders containing commonly used programs so they are available from any directory. You can check these env variable by right clicking on "My Computer" and selecting properties, then go to the Advanced tab, then click on the Environment Variables button. You should see 2 entries in the System Variables, one called "Path" and one called "PATHEXT" that contain a listing of folders. Here's what I have in my "Path" var:

%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;C:\Program Files\Resource Pro Kit\;C:\MSSQL7\BINN;C:\PROGRA~1\Tcl\bin

You really only need the first 3, the rest are for specific apps I have installed.

In my PATHEXT (which is a list of executable extensions) I have these:

.COM;.EXE;.BAT;.CMD;.VBS;.VBE;.JS;.JSE;.WSF;.WSH

You'll noticed that EXE is listed here to flag it as an executable extension. Check these settings, and see if everything is there. If not, add them in and see if it fixes your problem.
