More than likely it has a K6-2/550 under the hood, which means that he probably only has a 160W power supply.
The memory upgrade is the only really worthwhile upgrade for a machine like that, short of pulling the hard drive, RAM, and CD-ROM and slapping them into a new machine.
But for that one may as well just build an entirely new machine and pick up three hun selling the old box to a neighbor who needs a word processor and email-checker.
