I had that before.. it turned out to be the videocard on IRQ9.. for some whacked reason, it was conflicting with the PS/2.. (IRQ2/9 are shared, so could be it..) Had another computer where it just needed latest soundcard drivers, but it released static a lot more that just when you'd scroll it .. more like whenever you'd move the mouse or type on the keyboard.
