amd thunderbird 1.0ghz wont work

I recently purchased a new motherboard to replace the one I fried. soyok7vta pro mb. had a 200fsb 900 tbird cpu. the new mb has voice doctor and told me cpu was bad. bought a new 266 fsb tbird 1ghz and still same message...the processor is improperly installed or damaged... i triple checked all the jumper setings from the mb manual and made sure i hooked up the fans correctly(has a fail safe for the cpu fan) but no luck. I find it unlikely, but not impossible that i purchased a 2nd bad cpu. anyone have any ideas why I cant get this running???
