to the best of my knowledge these are the things you could consider doing (learned from my own 56k modem through trial and error) sorry if you have tried all this already

check physical connections are firmly in place

check & if necessary reinstall / update drivers

go to control panel > modem > diagnostics then select the modem and press more info, make sure you get details back and that comp is talking to modem.

then contact your ISP for proper settings, also make/ask your phone service provider to ensure the phone line is suitably set up for modem traffic.
