Personally, if you want the machine to "be" faster I would start with a fairly hefty video card upgrade, buy a good fan and heatsink, and overclock the processor (uh, do you have an i440BX motherboard, or an i815?).
In the meantime, compare your options and begin planning a motherboard/processor upgrade.
You might want to look into a motherboard with on-board IDE RAID, and then later on you could set the 13GB Maxtor aside as a spare/backup drive, buy another 30GB IBM, and set up a 60GB RAID config 
Btw, you DO know that you can setup the SBLive! Value's drivers for "home theatre" mode, run the stereo output to your entertaiment center, and set your receiver for "Dolby ProLogic" decoding to at least get four-point surround, right?
