His RAM's running at 100MHz unless he's overclocking that PC100. Also, the crappy PC Chips mobo's BIOS is probably using long RAM timings to try in vain to increase stability.

Actually come to think of it all Intel-made chipsets run memory at 100MHz or less, don't they? Maybe it's a VIA Apollo Pro 133.
