What brand monitor is it?
(Sounds like an NEC 17, 17+ or 700 model).

Like NEC's, the cliking your hearing is the power
supply trying to come up.
If it is the power supply and not a bad fuse or
software glitch that leaves your monitor in
standby, then your best bet is to check the
warranty. If its out of date.......junk it and buy
a new one. I have yet to see an estimate under 120
bucks for a power supply on a 17" tube. (Plus
shipping and handling).
