You did not mention if its FAT 16 or 32. I have had some experience with 16.

One warning I have not used the latest version
Norton anything as till the last two weeks I did have any FAT 32 HD's this will change soon I have win 98 4.0.
I have used Norton Disk Edit but you really have to know what you are doing. Norton Disk Doctor
Might fix it.
The only other util I know of that may work is
Hard Drive Mechanic its just I lost the link.
In hotbot its made by encore software but I can not find a home link as there was a free demo.

Your trouble maybe bigger then you think as you may have a lost or a bad sector
(which loses a whole cluster of sectors) & if data
is lost in the FAT but can be rebuilt with good software because of of the backup FAT.
For bad sectors I recommend Spinrite 5.0 at the
Gipson research link http://grc.com/default.htm
not cheap.
