if not, pick up one from RadioShack, a basic model is about $20 and it is a great tool to have. It can tell you whether or not you have power at the fan connectors.

Also, normally those connectors are polarized (only plug in one way), but just in case did you make sure that they're not all plugged in backwards? If so they may not run, the center pin is a common ground but one outer pin is power, and the other outer pin is just a return line for a low-current "generator" circuit (that's how the BIOS reports fan speed).
