Sure, they could tighten the quality control belt until ONLY perfect screens were being shipped, but the final cost to the end user would make a new laptop substantially more expensive due to the additioanl waste.
My old P150 laptop with a 1024x768 active screen currently has 3 or 4 dead pixels. I use that laptop 10-15 hours a week and almost never notice them.
