oh yeah, it is set at 4x & Fast writes, but it runs Sandra, 3DMark 2k, and 2.1k without a hiccup so I don't think I am having a problem with the Radeon. I did install the 1431's in "non-Turbo" mode. And as for the Cas 2 thing, according to SandraSE it is faster at 166 Cas3 "Mem. Bandwidth/ALU=568/FPU=640" than at 148 Cas2 which is ALU=534/FPU=591. But who knows about Sandra, after 145 it all seems the same, really .
