However, the chipset does dictate that the AGP speed is 1/2 the bus, so you are at 41.5 MHz PCI and 83 MHz AGP.

I've run a GeForce256 at 112 MHz AGP, but my Radeon is on a KT133 board, so I haven't tried it over 72 MHz AGP. Back in the days of the Intel TX chipset I ran 83 MHz bus, and my PCI cards did OK at 41.5 MHz PCI. It does sound like your modem is choking at that speed, though. Do you have an external modem you can use?
