Anyone out there have experience with Asus MB's and the Super Slocket III (FCPGA to SECC2) converter?

My P2B motherboard originally had a PII-350 in it. I decided to upgrade to a PIII-750 coppermine (100mhz FSB) via slocket converter. Even thought I set the MB jumpers correctly, the thing won't boot.

So I'm troubleshooting. Here's my real question: I'm trying to figure out whether the prob is MB, CPU or Slocket. Shouldn't I be able to set the jumpers on my MB to "underclock" the PIII-750? In other words, shouldn't I be able to leave the MB settings 3.5x multiplier (100mhz FSB), plug the PIII 750 in with the slocket and get it to work slower?
