If the BIOS & Cache ram & any other IC's are socketed you can reseat them by pushing down firmly & evenly on the IC's. If you reseat them they will make a awlful noise (clicking type).
These pins get pushed out over time from the changing temps hot to cold.
Also if MoBo broke while doing an unpgade or after a moving the computer check all the slots
ISA, PCI, RAM for bent pins or an object buried in there creating a short.
I think you have voltage regulars you could check (or have checked) if bad.
