Program to slowdown upload speed

Hey guys, I am looking for a program to regulate my upload speed on my router, my problem is I am on a cable modem that is beeing split, one IP to me, 1 to my router that routes the rest of my computers. Well when someone is on my FTp that is on my router, or website, and it is sending info to them at maxspeed, I will lagout in an online game, so i want to be able to regulate the upload speed on it for everything. Does anyone know of a program that can do this? thanks all.
