because every program that you install on any other partition adds stuff to the "program files" and Windows directory as well as the Registry. I usually keep my C drive at 2 G, even if I only use 100 MB for Win98 (first ed). HDD space is cheap now so I am not concerned about sacrificing on G just for possible expansions in the future.

Then there are programs and devices that can only be installed on c: (like certain scanner software)
