Serious windows ME netwokring problem

I have a home network running on 3 computers perfectly. HOWEVER, my 650 celeron, has windos ME (millenuium edition).Though i have the computer connected to a hub (through a cat-5), and even though it has all the protocals, and software.cards confugured, whenever i try to access network neigborhood i get an error message saying something is wrong. Yes i have tried reinstalling drivers, protocals, i even formatted the c: drive. A friend of mine says it could be ICS (i cant get rid of it---it thinks it's master of the hub), but im not sure. Can anyone offer assistance please? Thanks, David
