The ISP has entire banks of modems, when you dial up your connection is handed off to the next available device. Even if you were being routed to the same bank every time, if the modem bank itself were damaged it seems likely your ISP would have replaced it within a couple days.

It is possible that your modem got enough of a zing to overcome the built-in MOV supressor, and then damaged some filtration circuitry or even an IC just enough to cause extreme corruption to the data flow at higher transfer rates, so the modem is only able to negotiate low speeds.

At any rate, try a different modem and if that fails to correct the problem, call your ISP -- if they're unaware of any problems then call your phone company, one of their boxes somewhere between you and the switching office may have been damaged.

And in the future, unplug the modem during an electrical storm I have personally seen a PCI modem with no trace of the incoming RJ45 socket remaining, most of the outgoing RJ45 socket gone, and a very small portion of the PCB vaporized. The entire area around the jacks was streaked black and the MOV was blown open and slightly charred. Take warning
