You put a flat bladed screwdriver
(a normal screwdriver) in the slot of the red voltage switch & push the switch towards in the direction you have more room to move.
This is a slide switch instead of having a bump
to push on to slide the switch you have a valley in which you have to supply the bump
(the screwdriver) method works very well.

ATX PS's without the PS switch is normal
Could be for cheaper PS's or forcing you to use the standby mode (which I hate). The switch could be added to systems which have no reset
buttons.

I myself use multi strips & the kind your monitor
sits on to turn off each device seperately.
So I kill the power to all the stuff on my computer & only that one.
