Control Panel-->System. In the lower left there is a section for advanced settings & File System Button. Click on it and then Click the Troubleshooting Tab and at the very bottom is a check to Disable The System Restore
Also, if you wanted to keep it and limit System Restore you can use the Hard Disk Tab after clicking on the File System, there is a slider bar for System Restore yours is currently set to Max which will let it grow and grow, but you can move it to the left to 200MB. But really no reason to keep. It was a nice idea, but noone uses it.
