1. It is different because everyone don't use Outlook Express for their email client. The only way to do it is to check Tools-->Options-->Send Tab-->Mail Sending Format Area. HTML Settings there is an indent message on reply check box. And on the Plain Text settings it has the indent with > and other characters you may use.
2. Not sure about the overwrite, but it may be in the options somewhere.
3. Not sure if you can redirect messages with Outlook express. You would probably need to have a Mail Server running or something.
