There is a util on the CD that will create the set of 4 floppies that you can use to install from. Sometimes the CDROM pukes during the Windows install, and it will crash. Using the floppies has fixed this for me a few times. Also, it is possible that the CD is bad (if it's a burned copy). Ran into that yesterday. System refused to install, switched to a different 2k CDROM, it went right on. 2K is definitely a finnicky OS.
