Because it has to be a driver, otherwise he wouldn't be able to get into safe mode. If he gets a blank screen with the cursor instead of Windows, it is usually the video drivers that walked or else the refresh rate. Alternatively, what happens is that in the game, his brother was running a custom mode that got stuck because of the BSOD, so it didn't have time to reset to the normal mode. If you delete all entries for the card and monitor, these settings will go away.
