The ACPI IRQ steering is a function of your CMOS & BIOS setup & can be disabled, I turned mine off.
But I do not know if your video card is PCI or AGP.
AGP & PCI slot # 1 IRQ are shared & is reserved for video cards.
Video not coming on can be the card is not plugged in all the way.
My real first question is have you tried a second
Power Supply to take the power load off of the CPU, MoBo, & RAM ?.
Your system is acting like it is starving for power.
If you have an old AT Power Supply laying around
that can power your HD's, CDroms, floppy & zip
drives + any fans not plugged into the MoBo.
An ATX PS needs to be changed to work without being plugged into a MoBo, if you need this info I can give it to you.
I also assume you are not Over Clocking yet ?
& you have a good size PS ?.
Your problems might be these maybe not I have
heard of drivers causing your type of drivers &
not the latest or correct version & or loaded in the wrong order.
Other here may have better advice, but I think these are some of your problems if not all of them
