it's your monitor. Sounds like you blitzed it with an ESD when you disconnected it. Doesn't happen very often to monitors, but it's not unheard of.
If it's separate, try a new power cord. If you're reasonable with electronics, and the monitor's not under warranty anymore, pull the cover and check the fuse on the PS. Just DON'T touch any of the high voltage stuff...it's clearly marked.
