Sounds like a power supply problem in the monitor. Press the "Pause/Break" key when you boot up and see whether the monitor comes up with the initial video BIOS / POST screen while the system is on halt. If that's the case, it is a monitor problem and not a configuration issue. If you don't get a signal (which I doubt), it is the graphics adapter.
