they are in the Win98 directory on your windows98 cd. i suggest that you copy that whole folder to a partition other than C: and attrib it read only.
then every time windows wants something from the cabs, just point it to that folder.
and when (notice i said "when not "if") you have to do the format C: thing, you can run setup from that folder.
