I have similar problem. Our 'puter at work is all fouled up. IE3 (!) won't upgrade no matter what.
Netscape functions AND upgrades, but there is NO tab to change the Startup Page and stuff. I know where it SHOULD be, but it's not.
I found the files where it sets the start page, so I can set it myself, but the other options are gone somewhere.
I uninstalled it, deleted it's still intact AND complete folder system, searched and destroyed all references to it on the harddrive AND in the registry.
Reinstalled it from brand new CD from my home ISP.
Not only is the problem still there, but ALL of my old settings!!!!
Yah, Netscape rules.
