Subject: Windows keep moving up on network/peripheral connections..HELP

This occurs whenever I put in a CD or connect my IEEE cable or connect to the internet.
The windows that are presently open...(and I always have system monitor sitting in the lower right with some pertinent system stats) and others, all seem to index up about 10pixels.
I have the shortcut toobar supplied with Office2000Premium setup across the top of my screen. I can correct (move them back 10pix) major windows by auto-hiding the shortcut toolbar and then un-auto-hiding it.
Not sure if its related but one of my apps has even dissapeared off the screen and I can't get it back (using the method above). To access its functions I have shortcuted some of it's *.exe files to the desktop/shortcutbar.
Im not running virtual desktop mode only 1280x1024 and 16bit (16bit a requirement of Matrox's Rainbow Runner).
Anyone else had similar problems - its not debilitating but becomes a bit of a pain and as always....just simply want to know.
