because Intel specifies it as part of the ATX layout.

It some circumstances it saves long-term repair costs for OEM builders by allowing them to put a larger-than-normal heatsink on the CPU, and then rely on the heatsink fan to draw air across the CPU (no CPU-fan = one less part that can break).

Given the amount of heat put out by today's high-speed processors you don't see this layout much now, but...
