The J6 led is a power led, if it is on, you got power.

I suggest doing the basics, pull all the cards, disconnect all the drives, just leave the ram in. You should then get Error beeps indicating no video present. Then put in your video card, and other cards ONE at A TIME, till you find the problem. You should also buff all card edge connectors (LIGHTLY) with an Ink Erasor to remove any crud.
