Flash point is the Tempiture at which evaporation occures at a fast enough rate to sustain burning. I'm not sure what the boiling point alcohol is but even if it is at 36 C, I don't think your idea, if I'm understanding it correctly, will work. Alcohol might be a good fluid for a heat transfer system though and if I'm wrong and it does boil in the cooling system then you'll have a Phase shift cooling system. God luck and let us know how it works out.
