Electrolytic capactitors just contain two long foil sheets separated by a dielectric treated-paper, rolled up and insulated, and are used here to filter the electrical signals to the CPU.
If you ever get bored, buy one at RadioShack (not the flat ceramic discs, those are different) and then open it up with an Xacto Knife. Kinda fun to see the insides but wash your hands afterwards, the chemicals on the paper aren't so good for your skin
