Netscape has become so bad over the different revisions. Spacings are off, style sheets are overwritten with what Netscape thinks is appropriate and there is an incredible number of other bugs.
IE is very clean in terms of HTML decoding.
I used to love Netscape but since I started web editing, I reverted to IE. If you want to do it right, the best thing to do is to include a browser select and write two separate pages that are called from the server according to browser ID. Otherwise you end up with patch over patch over patch if you want to have your page look the same in IE and Netscape. Alternatively, you can just accept the inadequacies of Netscape and put on a little box saying "this site best viewed with IE4 or higher"
