it can't modify your registry without first downloading an Activex control. This causes the browser to prompt you first, asking if you want to install the acitivex control and displaying the Certificate (if any) of the publisher. I've never gone to a site that did this without my knowing, not even Microsoft. That is, unless you go there once and check the little box that says "Always trust so and so" which I rarely do.
