Did you check in safe mode whether you have a duplicate already in the device manager?
Also check in the BIOS whether you have PnP OS disabled (unless it is an ASUS board, turn it off).
If nothing else works, try to enable the 15-16M memory hole in the BIOS to force reassignment of base memory addresses.
