If his case and mobo has one of those wacked proprietary Compaq layouts, he would have to also buy a new case. And a PCI card is not necessarily bad later, one of the key features of AGP -- high bandwidth direct access to system RAM -- became a non-feature for most consumer uses when video cards started offering 16MB+ on-board memory.
And if his setup is more than adequate for what he's using it for APART from the graphics, then $250 is a lot of money to throw at a beige box just for the sake of bragging rights.
