you can write PHP with any text writer you want. I've got the really great Phase5 Html editor. It's in German, but I think it's easy to get that thing to work, even for you.
To execute PHP, you need the parser from PHP.net. Then you need to tell you webserver, to launch .php / .php3 / .php4 files with the php-parser. It's included like any other cgi. Don't know how to do that on PWS...
I've so far a littpe php script up, that returns a UNIX timestamp and look like this:
[php open tag]
echo time();
[end php tg]
I'm right now working on the "front-end".. I haven't ever done any network action from C/C++, so give me some time 
who's Dowco and what inventory???
